The International Tropical Timber Agreement 2006

Recognizing also the importance of the diversity of economic, environmental and social benefits of forests, including forest products, non-wood products and environmental services, in the context of sustainable forest management at the local, national and global levels, and the contribution of sustainable forest management to sustainable development and poverty reduction and to the achievement of internationally agreed development goals including: n contained in the Millennium Declaration; Subject to paragraph 5 of this Article, the votes of the members of the consumer shall be distributed as follows: each member of the consumer shall have 10 first votes; the remaining votes shall be distributed among the members of the consumer in proportion to the average volume of their respective net imports of tropical timber during the five-year period which elapsed six calendar years before the distribution of votes. When the headquarters of the Organization is transferred to another country, the member concerned shall conclude as soon as possible with the Organization a headquarters agreement to be approved by the Council. Pending the conclusion of such an agreement, the new host Government plans to grant, within the framework of its national legislation, an exemption from the taxation of remuneration paid by the Organization to its staff as well as assets, income and other property of the Organization. In the performance of their duties, the Executive Director and staff shall neither seek nor seek instructions from members or authorities outside the organisation. . . .
