In its conclusions of June 2019, the European Council invited the Presidency to develop the MFF negotiating framework. On this basis, EU Heads of State and Government will organise an exchange of views in October with a view to reaching an agreement before the end of the year. The agreement paves the way for the opening of negotiations with the European Parliament on the proposal. On this basis, the October 2019 European Council will exchange views with a view to reaching agreement on the EU`s long-term budget before the end of the year. After two years of intensive negotiations on the Multiannual Financial Framework 2021-2027, the European Council reached an agreement. In some respects, it could be seen as an ambitious recovery plan for the European Union. However, significant cuts have been made for heading VI: neighbourhood and the world. The agreement provides for increased funding for programmes with European added value, such as Horizon Europe and Erasmus, which sends a strong signal, including for future budget negotiations. However, KPMR regrets that the list of programmes receiving additional funding has decreased compared to the European Parliament`s initial requests, omitting the Just Transition Fund (JTF) and the Connecting Europe Facility, both of which address EU priority areas and have a strong territorial dimension.

Such an outcome will make it more difficult for the EU to achieve its ambitions, notably with regard to climate change and the energy transition, due to the cuts made in the JTF. They aim to reach an agreement at the Autumn 2019 European Council. As far as the MFF is concerned, the common objective is to make available to the June European Council a streamlined draft negotiating box. This would help reach an agreement on the EU`s long-term budget in autumn 2019. The European Parliament has secured the concession to participate in the implementation of the EU`s Next Generation Package (NGEU), a positive step towards the democratic accountability of the instrument.
